Matt Skidmore

Matt has 20 years of litigation experience including multiple appearances at the North Carolina Court of Appeals and the North Carolina Supreme Court.  Most recently, Matt has served as coordinating counsel for the Department of Transportation in the Map Act litigation, which began as a class action lawsuit against the Department.  When class certification was rejected by the North Carolina Supreme Court, the litigation evolved into over 600 individual lawsuits which exposed North Carolina taxpayers to substantial monetary damages.  In addition to litigating hundreds of cases, Matt has also served as a liaison between the Department, the North Carolina Department of Justice, outside counsel and multiple contractors in order to ensure statewide consistency and execution of the Department’s Map Act legal strategy, which involved navigating multiple eminent domain and property valuation questions of first impression.  Matt’s depth of property valuation experience has also led public sector clients to retain Matt as counsel in Property Tax Appeals before the North Carolina Property Tax Commission.

Matt also serves as counsel to the North Carolina Veterinary Medical Board.  In this role, he advises the Board at public meetings, assists in the drafting of legislation and administrative rules, advises the Board regarding issues pending before the Rules Review Commission and assists the Board in administering professional discipline to its licensees.

Matt graduated from North Carolina State University in 2001, magna cum laude, earning his Bachelor of Science degree in Business Management, with a finance concentration.  He then attended law school at the University of North Carolina, where he earned his Juris Doctor degree in 2004. During law school, he served as both a staff writer and articles editor for the North Carolina Journal of Law & Technology.  Matt attained the highest possible (AV) rating from Martindale Hubbel in 2012 and has consistently been recognized for the quality of his legal work in publications including Super Lawyers Magazine and Best Lawyers in America.

In his free time, Matt enjoys spending time with his wife and two children and cheering for the Wolfpack.
